Johnstown Town Council is the governing body of the Town, which consists of the Mayor and six Council members. The Mayor and Council members are nominated and elected from the Town at large, and each serve a four-year term.
The Mayor presides over meetings of the Town Council and is recognized as the head of the Town government for ceremonial and political purposes. The Mayor Pro Tem performs the responsibilities and duties of the Mayor in their absence.

Mayor Michael P. Duncan
Mayor Pro Tem Chad Young
Born and raised in Johnstown, Chad’s family has been around for five generations. He has served on Town Council for over 20 years, and is the youngest member to serve the longest tenure.
Chad says he is blessed to work with families during some of the most difficult times in their lives as a funeral director, serving the industry for the last 28 years. Currently, he is a director with Adamson Life Celebration Home in Greeley. He also serves as the liaison to the Glenn A. Jones M.D. Memorial Library Board and the Johnstown Historical Society Board.
Chad is a singing member of the Greeley Chorale and has been for the past 21 years.
Council Member Damien Berg
After one of his overseas combat tours as a combat medic, Damien and his family relocated to Johnstown in 2007. Damien knew right away that Johnstown was special, and he quickly established his home and began immersing himself into everything that is Johnstown.
In 2010, Damien joined the Town of Johnstown Council where he served until the summer of 2015 when he took a job out of state. After one quick year away, Damien and his family knew it was time to return “home” and to their many friends and the community of Johnstown.
For the past couple of years, Damien has enjoyed being part of Johnstown where he serves as Commander of the local Veterans organization. He also enjoys riding his motorcycle and attending the many community events around Johnstown and Northern Colorado.
Damien received his degree in Business from Colorado State University. He works as a regional manager Sterile Processing (Cleaning, Disinfection and Sterilization for medical devices) for UCHealth Northern Colorado and is also a national and international speaker on leadership, process management and infection prevention.
He enjoys spending his personal time with his wife (Shannon) and his stepson and daughter. Also, he has his “fuzzy son” Finnegan who is always by his side and even rides in his sidecar motorcycle. If he is not working or volunteering for our community, Damien enjoys writing and working around the house.
Council Member Dee Anne Menzies
Council Member Jesse Molinar Jr.
Jesse was raised in Johnstown where he attended school and participated in sports and is proud to be a Roosevelt Roughrider. Jesse attended Wartburg College, Iowa where he graduated with a degree in Elementary Education and competed as a wrestler. The former teacher is now a firefighter for the City of Westminster Fire Department.
Jesse’s greatest pride is raising his three boys Hunter, Branson, and Gavin at home in Johnstown.
Council Member Dianne Morris
Dianne Morris is a local realtor and former OSHA-certified healthcare compliance educator that has served on Town Council since 2022. She attended Bryman University and was licensed as a registered dental assistant and Expanded Duty Dental Assistant at the University of San Francisco. Council Member Morris has been a public speaker for over 17 years.
Council Member Andrew Paranto
Born in Loveland and raised in Weld County, Andrew is a 6th generation Coloradoan. He got his Electrical Engineering degree from the University of Wyoming. Since graduation Andrew been an Electrical Engineer in the Power and Utilities industry, working for Rural Electric Associations, municipalities, large Investor owned utilities and US Military bases. He moved to Johnstown as it was the perfect place to stay close to family and settle down.
Local government always interested him, so he is thankful for the opportunity to serve his community and is eager to use his expertise to help Johnstown in whatever capacity it needs.
In his spare time, he likes to enjoy downtown festivities and is an avid Sci-fi buff.
