The Town of Johnstown began the Parish Avenue Mill & Overlay Project in late August 2022. This project will improve the condition of Parish Ave from County Road 40 north to Charlotte Street, providing residents with a smoother, longer-lasting road to drive on. As work progresses, residents can expect to see variable message boards in the area with project information.
This project is expected to be completed in 2 phases from August to October.

Road work is expected to begin on August 22 and estimated to go on through October. Project timeline is based on cooperative weather and resource availability.
Phase 1
9/19 UPDATE - Milling on this portion of the project is nearly complete from CR40 north to the railroad tracks. Milling work will continue for the between the railroad and CR46.5 in mid-late September. After milling is complete, paving with fresh asphalt will begin.
The first phase will involve work on Parish Ave. between CR40 and County Road 46.5. The Town's contractor for the project, Connell Resources, estimates that Phase 1 work will begin August 22 and be completed in September.
- Phase 1 Traffic Impacts

Drivers can expect single-lane closures in one-block sections during Phase 1. Work crews will be compacting milled sections of road before paving so that residents can safely drive over them. This is expected to minimize the amount of road that needs to be closed at any one time. During the work on Parish Ave. between County Roads 42 and 44, Pioneer Ridge neighborhood residents and Pioneer Ridge Elementary traffic will be encouraged to take County Road 15 as a detour.
Phase 2
9/19 UPDATE - This work will begin on September 19 and should be complete (weather** and resources provided) by September 23**.The work from Johnstown Center Drive north on Parish Ave to Charlotte Street (closure extends to the Wing Shack) will be an OVERNIGHT closure, impacting the area from 7pm-6am. There will be no street parking starting at 6pm.
The second phase will work on Parish Ave. between CR46.5 and Charlotte Street. Connell Resources is expected to begin work on Phase 2 in September. Work on CR46 to Johnstown Center Drive will happen September - October.
- Phase 2 Traffic Impacts

During the day, drivers can expect slowdowns between County Road 46.5 and North 2nd Street during this phase, as a result of the milled road. Closures will occur, primarily, overnight though so the main traffic impact will take place between 7pm-6am.
The section of Parish Ave. between Hwy 60 and Charlotte Street will be worked on at night between 7pm and 6am. During this night work, Parish Ave will be closed between Johnstown Center Drive and North 2nd Street. There will be no parking allowed on Parish Ave. after 6pm on the nights of these closures.
Drivers traveling southbound on Parish Ave during the night work will be encouraged to take Johnstown Center Parkway as a detour. These closures are estimated to occur for up to 4 nights.
Residents and visitors can expect the impact to traffic to include primarily single-lane closures and lane shifts along Parish Ave, as well as detour routes out of Pioneer Ridge, Johnstown Center and Mountain View West. Traffic control will be on site during certain portions of the road work, and drivers should use caution and stay below 30 mph in the work zones. Road work will be occurring primarily between 7am and 5:30pm daily, except where overnight work is noted for Phase 2.
