In a special Town Council Meeting on May 26, Town Council passed Resolution 2020-15 in support of local restaurants being able to use public spaces such as sidewalks, streets, and parking spaces to conduct business during COVID-19 occupancy restrictions.
Johnstown, CO - May 26, 2020 -- As part of Town Council’s vision to help our local businesses to be more successful as they begin to open, local restaurants will soon be able to complete some basic documentation to utilize the public space outside of/adjacent to their establishments for seating and service. Resolution 2020-15 was passed by Town Council on Tuesday night as a new policy to be implemented during the COVID-19 Safer-at-Home period. The resolution authorizes the use of public property, including sidewalks, streets, and parking spaces, etc for seating and food service of those establishments which are affected by occupancy limits as a result of COVID-19. This policy was approved to parallel new guidance from the State that allows restaurants to open in a limited capacity.While Town services have still been up and running since the closure of Town facilities in mid-March, much of the Town’s regular business processes have had to be flexible on account of the coronavirus. In the same way, the Town anticipates that conducting business within the Town’s Facilities now will look different than before COVID-19. The services that have been offered online will still be available online in addition to regular in-person services at the Town Hall, including Municipal Court.
Those establishments that are interested in utilizing the public space will need to complete two documents prior to moving their business into the public space: a Temporary License Agreement for Encroachment in the Town’s Rights of Way and a Temporary Street/Sidewalk Use Application. For those businesses who desire to utilize Town streets or parking spaces for the expansion, a street closure may be necessary. If necessary, applicants will be required to check with, and obtain a signature from neighboring businesses that will be impacted.
