
Building Board of Appeals
The function of the Board of Appeals is to hear and decide appeals of orders, decisions, or determinations made by the Building Official relative to the application and interpretation of the Town adopted Codes. The Building Official is a non-voting, ex-officio member of the Board.
The Board of Appeals has no authority relative to interpretation of the administrative provisions of the Code, nor is the Board empowered to waive requirements of the Code.

Cemetery Committee
This committee serves in an advisory capacity to the Town Council regarding the cemetery.

Housing Authority
The Housing Authority Board oversees the Columbine Complex, a 24-unit elderly apartment complex at 202 North Greeley Avenue, Johnstown and meets quarterly. The Housing Authority is a non-governmental authority.
Columbine Complex
The complex was built in 1983, consists of two apartment buildings, each having 12 apartments, and a club house.

Planning and Zoning Commission
The Johnstown Planning and Zoning Commission is a committee of seven residents who have been appointed by the Town Council to review matters related to planning and development. This Commission also serves as the Board of Adjustment and Board of Appeals. The Commission meets on a regular, as-required basis to consider land use matters, including the Comprehensive Land Use Plan, sub-area specific plans, and to hold public hearings regarding property-specific annexations, special use permits, and subdivisions. The Commission is an advisory body and makes recommendations to the Town Council. Because the Commission focuses on community planning issues, it is a valuable intermediary between the public and the Town Council. The Planning & Development Department provides research and technical and administrative support to the Commission.
