Parish Alleyway Improvements

Town Staff was recently informed of Xcel Energy’s desire to replace a gas line in Parish Avenue. As part of the discussion with Xcel, Town Staff advocated for the improvements to be made in the alleyway west of Parish Avenue. The Town and Xcel have agreed to move the gas line into the alley west of Parish Avenue. The Town is also working with Xcel Energy, Lumen, and TDS to underground the overhead utilities in this alleyway. The Town would like to capitalize on this opportunity by making significant improvements to the alley and transforming it into another downtown destination. 

The Town will be holding a Stakeholders meeting on Wednesday, December 6, 2023 at 5:30 PM at Town Hall to gather feedback and provide additional project information.

Project Vision and Goals
  • Add to Downtown's historic character
  • Create an inviting place for people while maintaining vehicular and service access to alley

Project Costs

The Town will cover the cost specific to the alleyway improvements.  Certain properties may have additional costs associated with utility improvements to the alleyway.  The Town is working with our utility providers to determine what those costs may be and will communicate those costs to the property owners prior to any work commencing. 

Alley Access and Parking
  • The final design will continue to provide access to private parking and service areas.
  • During construction, alley access will be disturbed.
Tentative Construction Schedule

Spring/Early Summer 2024 (5-6 Weeks)

  • Utility relocations and undergrounding

Mid-Summer 2024  (6-8 Months)

  • Alley improvement construction (Utility providers will continue to provide utility services throughout the duration of the project. Minor interruptions may occur when services are upgraded. 
  • Residents and businesses will receive community well in advance of any planned service interruptions and every attempt will be made to accommodate scheduling needs.

  • Enhanced paving
  • Improvements to curb bump outs at entrance on Charlotte Street
  • Drainage Improvements
  • Utility relocations, adjustments and ground set electrical transformers
  • Ornamental lighting
  • Festoon/Tivoli lighting
  • Planter Pots / Hanging Flower Baskets
  • Benches
  • Bollards
  • Decorative Fencing
  • Trash/Recycling Receptacles
  • Public Art
  • Alley identification signage/gateway
  • Small planting beds, if possible
