Project Summary

Installation of new upsized  sewer trunk lines to the Central Wastewater Treatment Plant (WWTP) and construction of two new regional lift stations to consolidate and replace aging and undersized lift stations. The project is planned to occur in 3 phases (or 3 sections of installed trunk line) that enable the Town to better serve current residents, continue to meet State requirements, and accommodate growth.

Phase 1: New sewer trunk line installation from the Central WWTP  to the new Lift Station at CR46.5.  Completed 2022
Phase 2: New sewer trunk line installation from the new Lift Station at WCR46.5 south and west down  WCR46  to CO Blvd.  Completed 2023
Phase 3 (North Interceptor): Sewer trunk line installation  north of Old Town Johnstown from the Central WWTP, heading north  to WCR 48.5,west down CR50 and terminating near the intersection ofCR50 and Colorado Boulevard

Project Updates & Impacts

In July the contractor completed pouring the walls for the wet well and overflow vault. Concrete and rebar installation for the wet well and overflow vault is close to being complete for this project. We anticipate mainline installation to start back up in September. Staff is continuing to work on easement acquisition to ensure that all easements are in place for work to commence once irrigation and farming has finished for the season. Staff is also coordinating with the power provider to bring electric to the site. Remember to SLOW FOR THE CONE ZONE when you see workers in the area. You may see workers around CR50, CR13, and CR17 to begin.

Project Goals

  • Upsize the sewer trunk lines to the Central Wastewater Treatment Plant and expand the service area.
  • Replacement of three sanitary sewer lift stations with two newer, more reliable lift stations.

Project Benefits

  • More reliable sanitary sewer lift stations that increase the capacity of the collection system.
  • Eliminate three older, undersized sanitary sewer lift stations.
  • Extend the service area of the Town’s existing infrastructure to support current development needs, including the new Roosevelt High School.

Project Cost & Funding

This project is financed by the Sewer Fund, one of Johnstown’s enterprise funds. The Sewer Fund is responsible for the collection and treatment of wastewater in Johnstown.

Previous Project Updates

January 2023 Update - Phase 1 is complete. Phase 2 – Certificate of substantial completion was issued in January for Phase 2. This project phase is complete. Phase 3 (North Interceptor) – The contractor has completed pouring the floor slab for the lift station wet well. In February, the contractor will begin installing main line from the central wastewater treatment plant to the west. Easements and crossings continue to be coordinated and obtained by Town staff in preparation for the laying of the mainline.

December 2022 Update - Phase 1: This portion of the project is complete. Phase 2: The Clearview lift station has been decommissioned and staff is completing minor remaining items before project completion. Phase 3 (North Interceptor): Town staff continues to coordinate with property owners on easements for this project. The contractor has finished the shoring system for the new lift station and is working on the preparations to pour the foundation. 

November 2022 Update - Phase 1: Town staff is processing the final pieces to close out this portion of the project. Phase 2: The contractor has completed the mainline on WCR46 between WCR15 and WCR13. The contractor will work during the month of December to complete the portion of the mainline between CR46 and the railroad tracks. This work will be the final item to complete before crews process minimal remaining tasks to close out this portion of the project by early January. Phase 3 (North Interceptor): Town staff continues to coordinate with property owners on easements for this project. The contractor is currently working on the shoring system for the new lift station and you can see the excavation in the photos below. The shoring should be complete by the end of December. 

October 2022 Update - Phase 1: This phase continues to wrap up as collections and distribution staff work with the contractor to optimize the performance of the lift station. Phase 2: The sewer main continues to be installed along CR46. Crews will be mobilizing to complete the bore under the railroad tracks. This bore is necessary to stop use of the Clearview Lift Station. Phase 3/ North Interceptor: The contractor has begun preparing the site for the new lift station and providing subject submittals to the Town and design engineer. The contractor has also begun ordering long lead items to ensure a timely project completion. The project team continues to work with Weld County to secure necessary permits as well as coordinating with relevant property owners related to easements.  

September 2022 Update - Phase 1: The contractor continues to wrap up the project while collection and distribution staff work with them to optimize the performance of the lift station. Phase 2: The contractor is installing sewer main along WCR 46 between CR15 and CR13. The bore crew has completed the bore under CR 13 and continues to work with the railroad related to this phase. Phase 3/North Interceptor: The 100% design plans have been issued to the contractor and the contractor has begun preparing the site for the new lift station and providing submittals to the Town and design engineer for review. The project team is working with Weld County to obtain all necessary permits for the new lift station. 

August 2022 Update - Phase 1:The contractor is wrapping up some small items and collections and distributions staff is working with them to optimize the performance of the lift station. Phase 2 – Contractor is installing sewer main along WCR46 between CR 17 and CR 15. The bore crew has begun installing the bore under WCR13. Phase 3/North Interceptor: The 100% design plans have been issued to the Contractor.  The contractor has begun preparing the site for the new lift station and providing project submittals to the Town and the design engineer for review to be able to procure equipment. The Contractor is also working with Weld County to obtain the necessary permits.

July 2022 Update - Phase 1: The contractor is completing minor items around the site related to operations, the Town anticipates final completion of the project by the end of August. Construction (major) completion happened end of June with the life station operation handed to the Town. Town staff were trained on the operations of the new lift station in May-June and took over operation of the lift station end of June. Phase 2: East side CR17 pipeline installation complete. Working on installation of pipeline on CR46 between CR17 and CR15. The bore under CR13 is anticipated to begin August. Phase 3/North Interceptor: Contractor is anticipated to start construction on the new lift station in early August. Staff is working on early procurement of the equipment that Council has approved to ensure that the project stays on schedule.

April 2022 Update - Phase 1: The Town performed a walk-through with the contractor on the pressurized and gravity sections of the sewer pipe installed as part of the project. The new lift station start up is scheduled for May (all things being well) with the decommissioning of the old lift station scheduled for June. Phase 2: Bore work wrapped up at the Hillsborough Ditch crossing and crews are extending pope to either side of the ditch easement. Work will begin  along CR46 once the sewer bore is completed under CR17. Phase 3: The project design and construction team is finalizing costs for construction based on 90% design and construction will be presented to Town Council in the coming months. 

March 2022 Update - Phase 1: The electrical equipment has arrived and work continues on the lift station. The lift station should be online by April/May. Phase 2: Crews continue to install pipe and work through bore crossings. Work will continue on 46 for other construction projects, however pipe installation should be complete between 46.5 and 46 by mid-April. Phase 3: The design process is still underway for this portion of the project and more information related to permitting should be available in April.  

February 2022 Update - Phase 1: The trunk line installation is complete and the building on property continues to be improved. There has been a slight delay in electrical equipment supply but overall this should not impact the project significantly. The work on the lift station will be completed by mid-March. Phase 2: Crews are currently installing pipe and working through irrigation crossings for this trunk line that is running 46.5 south to 46. This work will continue into March. Phase 3: This phase, including installation of the trunk line north of Old Town Johnstown, is at 90% design and the review process is underway. Permitting for the lift station is expected to be approved by the end of March.  

January 2022 Update - Phase 1: Trunk line installation from the Central Wastewater Treatment Plant facility to CR46.5 construction is ongoing with wet well and vault piping undergoing work currently. Crews are also working on the building (HVAC, ceiling panel installation, and electrical). 
Phase 2: The contractor working on the trunk line installation from 46.5 to 46 and then West to CO Blvd project has started clearing and grubbing the site, potholing utilities, and installing groundwater wells. 
Phase 3: This phase, including installation of the trunk line north of Old Town Johnstown, is at 90% design and the review process is underway. Permitting has been submitted for the related lift station.

December 2021 Update - Phase 1 construction is still ongoing and on track. Phase 2 contract has been awarded to Connell Resources, Inc. Phase 3 is still currently undergoing concept planning.  

November 2021 Update - Phase 1 construction is still ongoing with an estimated completion around May 2022 (depending on cooperative weather and resource availability). Phase 2 contract will be awarded at the December 13 Town Council Meeting. This phase should be complete by September 2022. Phase 3 contract will be awarded in the Spring of 2022. The Town is currently working on 90% designs for this phase. 

October 2021 Update - Phase 1 is under construction specifically with with pipe being installed on the north side of HWY 60. There are no anticipated traffic impacts during Phase 1. Phase 2 is in the design stage and pipe has been ordered. Phase 3 is currently undergoing concept planning. 

September 2021 Update - Phase 1 is under construction, Phase 2 is in the design stage, and Phase 3 is currently undergoing concept planning.

July 2021 Update - Phase 1 of this project is still underway - and the construction occurring under HWY 60 should be completed by the end of August (weather and materials permitting). There are still no expected service disruptions or closures as a result of this work. 

June 2021 Update - Phase 1 of this project is underway. Phase 1 includes: new lift station and 1 mile of pipeline to the wastewater treatment plant. There are no expected road closures or service interruptions as a result of Phase 1. 

April 2021 Update – The Town held a Pre-Construction meeting with the Construction Contractor, Connell Resources, to start construction of Phase 1. The Town is also working with IMEG and Connell Resources to complete the design on Phase 2 of the project.
