Project Summary

The goal of the Low Point Wastewater Treatment Plant Expansion project is to expand the current treatment facility through equipment and operational upgrades to better serve residents. The expansion will increase treatment from 0.5 MGD to 1.5 MGD, tripling the plant's current capacity.

Project Updates & Impacts

The contractor continues installing equipment in the Membrane Bioreactor (MBR) and Headworks building as it arrives on site. PVREA and the contractor switched the main power supply for the site from the old service to the new service in June. The switchover was successful with no issues. The Headworks building started up in early August and Town Staff and the contractor have completed several trainings on the new equipment and will continue working together to schedule trainings for staff and testing of equipment. In September, the MBR building will be commissioned. In addition, Town Staff is working with the programmer to ensure that all programming is completed to start up and operate the new plant. When this project is complete it will bring the Low Point Wastewater Treatment facility into compliance with state and federal regulations and will provide better quality wastewater treatment with increased capacity.

Project Cost & Funding

This project is financed by the Sewer Fund, one of Johnstown’s enterprise funds. The Sewer Fund is responsible for the collection and treatment of wastewater in Johnstown.

Previous Project Updates

February 2023 Update - Equipment at the Headworks facility has been installed. The contractor continues installing equipment in the Membrane Bioreactor (MBR) building as it arrives on site. This project is currently on time to be complete end of 2023/ early 2024.

December 2022 Update -  Work continues on the headworks and MBR building including the installation of the roof and doors. Equipment continues to be installed as it is delivered. 

November 2022 Update - Work continues around the headworks building and the installation of equipment as it becomes available. The below photo shows the work being done on the headworks and MBR building so far. 

October 2022 Update - Masonry work was completed on the MBR building this month and roofing has begun. The contractor will begin installing equipment in the MBR building as it arrives on site. The masons have begun working on the headworks building. The contractor is continuing to install process piping and backfilling operations around the new buildings.

September 2022 Update - Masonry work continues around the new MBR building and will continue into October. The contractor is continuing to install process piping and backfilling operations around the new buildings. Equipment will start to be installed in early October in the MBR building. 

August 2022 Update - Approximately 95% of the concrete has been installed. Masonry work has begun around the new MBR building and will continue throughout the site in the coming months.

July 2022 Update - Contractor has completed around 95% of all concrete work for structures (foundational work). Contractor will begin with masonry work in early August. The self certification for CDPHE is complete.

June 2022 Update - Work continues on the Low Point Wastewater Treatment Plan Expansion project. The Town continues to work with the State related to existing approvals of the Process Design Report and Site Location.

May 2022 Update - Much of the same work continued this month as it did in April. As a reminder, the goal of this project is to expand the current treatment facility through equipment and operational upgrades. The expansion will serve residents better as it relates to water out and the treatment of water out. 

April 2022 Update - Earthwork construction continues for this project and the crew is wrapping up foundation work on new structure construction for MBR/SBR and the EQ basins adjacent to the news headworks building. 

March 2022 Update - The project remains on schedule and continues in the construction phase on the building foundations. 

February 2022 Update - Construction work continues on the foundations for two new structures.

January 2022 Update - Crews have been onsite the month of January continuing earthwork construction and excavation. There will be a new headworks building on site and excavation for this is also ongoing.

December 2021 Update - A pre-construction meeting for this project was held in December and there is ongoing earthwork and excavation construction happening. 

November 2021 Update - The contractor for this project has been selected and is in the process of sourcing materials. Site plans are being submitted to the Town for review and approval. 

October 2021 Update - The Low Point Wastewater Treatment Plant Expansion designs are under review with the State of Colorado at this time. This is a standard practice for any entity planning to build/construct a wastewater treatment plant. Documents are ready to be awarded to the contractor when able. 

September 2021 Update - The Low Point Wastewater Treatment Plant Expansion designs are under review with the State of Colorado at this time. This is a standard practice for any entity planning to build/construct a wastewater treatment plant. After the State returns their review, the next step of this project is to finalize the design and enter the construction phase (likely by early 2022).

June 2021 Update - Town Staff and the Contractor for design are nearing the final design stages for this project. Start of construction, weather permitting, will be in Fall 2021. 

April 2021 Update - In April, the RFP for the Low Point Expansion Equipment was awarded to Huber Technology Inc, Hydro International, Suez WTS Systems USA Inc, Aerzen USA, Trojan UV, Fournier Inc. These vendors will be working with the Design Consultant, Aqua Engineering, on the expansion project. Specific cost information can be found in the April 5, 2021 Town Council Meeting Packet. The Town is in the process of evaluating Construction Contractors to perform the expansion.
